I have a 1983 camaro z28. i have a r700 transmission and when i start driving the car winds out the first gear high and then shifts fine through the rest of the gears. is that a problem?

That sounds normal for a 700R4 tranny. it has a very steep first gear so it revvs high

its true that the 700r4 tranny has a steep first gear, much steeper than the 350 or 400 turbo tranny, but if it just straight up is not shifty until it wraps out high on the rpms, you could have to get a rebuild done on it. same thing happened to mine except on the third gear. one of the pressure plates between the gears might be burning out and the rebuild kit is about a grand. its worth it though, especially if you have never had it done because it feels WAY smoother once its rebuilt. good luck to you
