Make sure battery has a full charge? Note the diagram. Note the fuses. You could use a test light at the proper fuse, headlamp switch on, if voltage at the fuse, problem is after the fuse. If no voltage, problem before the fuse. Note the lo beam relay, two sides to relay, the load side of relay, right side in diagram. The control side of relay, left side in diagram. If you pull relay and use jumper wire between cavities on load side of relay, right side in diagram, the proper headlamp should light. If so, the problem is on control side of relay, that side needs voltage and ground, the top wire in diagram is voltage, the bottom wire is ground, grounded by the bcm.
The bcm probably sends a small voltage to headlamp switch, when you turn on headlamp switch, that circuit is grounded, then the bcm knows you turned on headlamp switch and acts accordingly. The problem could be almost anywhere, headlamp switch--bcm--wiring circuit? I realize I probably didn't help much. good luck
