When I turn on the heater the radiator fan turns on as well. Is this suppose to happen? If not, what can I do to fix it?

When you say heater, is it possibly also the defroster as well? The defroster requires the AC compressor to run, or cycle on occasion. When the AC runs the cooling fans will also run. (the defroster requires the dehumifying the AC coil provides, that is why the AC must run, which in turn causes the cooling fans to run.)
