Vehicle purchased not Street legal
I purchased a 2007 Honda Pilot from a dealership
in Phoenix AZ. I found on Car Gurus while living in
Bozeman. The high beam headlights, brake lights
turn signals and radio are all not working on
delivery. Is it up to the dealership to ensure that a
car is Street legal before sending it to be delivered?

You would have to check Arizona car laws. The dealer is probably not responsible for Montana laws. Check all the paperwork you signed, odds are you bought it as is. Bummer.

All states have some kind of return law where you can get out of the sale within a set period of time.
Chris is wrong. Not all states have "cooling off" laws. According to the internet Arizona has no cooling off laws but in some states you can buy the right to return the car under certain circumstances at the time of purchase (not later).
Check with your local Office of Consumer Affairs. I doubt you have any recourse on a 13 year old vehicle though. But it doesn't hurt to ask. Hope that helps! Jim
