Why won't my car start

My New starter in my 2005 Solara turns but will not engage. I
took starter back and had it and wires tested and still it turns but
won't engage

Your description of this issue suggests a bad flywheel...big job......so...let's make sure I am reading you correctly. NEW Starter means this part is NOT a rebuilt Unit. Won't engage means the starter motor spins and makes a whirring noise but will not actually CRANK the Engine over. Am I correct? If I am correct....you either have a bad " NEW" Starter Motor...or....a bad Flywheel. So...what say you?
Its probably going to be your starter solenoid that is not allowing the starter to engage and turn the flywheel. The starter could be defective if it's new and on a bench test it still want engage.
