2005 Toyota Corolla won't start

Battery OK fuses checked starter relay ok.
Only light that will turn on is open door  
light intermittently the dash will light up  no
OBD2 codes when able to scan

Begin by checking for power 12vdc at the DLC / OBDII connector.pin 16 lower right. No lights or power at the dash check ALL grounds.
