it is blowing oil all over the top of the motor but the oil level on the dip stick gets higher

Bad news. You may have coolant getting into the engine oil or the oil may just be foamed up. I suspect you have some serious damage in the engine. Maybe a piston with a hole in it or badly worn rings. I am afraid it is time for a new engine.

the oil that is blowing out is not foamy . the oil looks great except the fact it is not staying inside the motor

Your engine has a serious problem regardless of what the oil looks like unfortunately. Oil blowing all over the top of the motor is from major blow-by which is caused by a badly worn engine or a piston with a hole in it.
