my 2000 toyota celica will not start

We have been to our mechanic several times, we have changed the battery, belts and it only starts when it wants too. There is supposedly a wire under the dash to wiggle to get it to start (according to the mechanic). I want the problem solved, I don't want to have to giggle any thing to start my car. Any suggestions?

Find a new mechanic. He tells you there is a wire to jiggle, but cant fix it for you? Hope you didnt spend too much.
