Broken key in ignition

I'm thinking of buying a car from a friend but need
to know how to get a key that is broken in the
ignition I  need to know is there a way to by pass
the system to where the car will start or how much
will a key cost to replace it and if they have a chip
in that year model

If you can get the ignition to turn to the "on" position, there is a button that you press to slide the cylinder out when in that position. (Must remove lower finish panel and metal cover under it) If you cannot get it to "on" it will have to be drilled out and have a new cylinder. This also means that the door and trunk cylinder must be keyed to the new ignition key, otherwise you have two keys.
