Will this mean my high beams will activate
the driving lights

I don't know much but I do know Corollas. But have no clue what you are asking. Do you mean fog lights? Or what are 'driving lights'? And High beam active? I really do want to help any way I can but have never even heard of the term 'High Beam active' There is a headlight module up behind the glovebox, for DRL's in the 8th generation Corollas, ('95--00) regulates high, low, DRL and 'flash to pass'. If you are wanting to add more lights you will need another entire wiring circuit. You can't just tap in to the high beams circuit, it is fully loaded with available power with high beams on. Some 8th generation Corollas came with fog lights, but if yours does not have them then there is no fuse/relay there.
