Need more info. Which calipers and hoses were changed....and....why? Were the brake locked up BEFORE these parts were changed? Which wheels are locked up?
I had a similar issue with my '89 4X4. Only one side of my front brakes would lock up. I replaced my master cylinder and that cured my lock up issue.
Changed the calipers & hoses to the break lines
