tach does not work untill car gets warm.why?

some one told me there is a tach filter.if so,where is it

Found some info at a tuner forum that should help, 85vette: The tach filter on your car should be located behind the driver's side head of the motor or above the bell housing behind the intake manifold. It will have one white wire running in and out of it, and it should look like the second photo here: http://www.rodneydickman.com/CorvetteTachFilter.html. Hope that helps!
