Chevy S10 1987 Turn signal issues

The passenger side turn signal only works intermittently when the headlights
are on.  It works fine without the headlights on.  It just freezes on the dash.  A
few minutes later it works fine again with the headlights on.  I have replaced
the bulb.  Should I replace the flasher?  Where is the flasher located?
