This is an EGR failure. Components include the EGR valve, a ported vacuum switch, a diagnostic switch, and the Engine control Module. Most likely a plugged or broken vacuum hose. The vacuum port coming out of the throttle body could be plugged all the way into throttle plate. Check for vacuum with engine running at this port.
EGR circuit, sheriffstech is right, since this is an OBD1 pcm.
