351 w/ a newly rebuilt Holley 500. DEQ says HC well under spec after run-up. CO still a bit high. Should I just keep dialing in the a/f screws 'til she passes?

holley is the hardest carb to get adj right,every thing on it has to be in spect at same time,so just dialing the a/f screws will do no good.
