Going true duals
I have taken my '89 F250 4X4, 5.8l to a few exhaust shops and everyone saying cant take out original cat even if replacing it
with 2 new ones. why is that? and what will i need to do it myself? i want to run just 2 new cats and pipes. will universal cats
work, with 2 1/4 inch pipe?

Your truck is older than 10 years, you should be able to legally change it unless there is some state law preventing you from doing so. I know in California, you can't do anything that alters the factory smog system.
Im in NC and i looked it up, it says anything new then "75 needs a cat, thats why im going get two new cats.
Yeah. Then I am not sure why they are giving you grief about it. You are allowed to change it, just not remove it. I live in Louisiana and I have swapped out several cats for high performance models without any issues.
Convince them it is the 351 out of one of the 'special duty' Crown Victoria station wagons that were built in 1989. They came from the factory with dual cats on true dual exhausts.
