It doesn't turn over is what you are asking about? It has fuel and spark you say?
Will it start with a jump? Just trying to get a handle on what is going on...

Plugs new pump is new relays new battery new just wont turn over unless i spray starting fluid then it will turn over but only til starting fluid runs through then dies
Ok, that tells the story. So with starting fluid it will run until burnt up. I am assuming the pump you mentioned is the fuel pump? And did you change the fuel filter? What I am getting at is you may have to do a bleed down test on the fuel system, by hooking up a gauge in line, let it build up to pressure then turn the key off. Take note of the fuel pressure before turning the key off. Pressure should not drop more than 5 lbs in 3 minutes. If it does then there is a leak in the regulator, injectors, or the lines running to these components.
