Question type: Maintenance & Repair

I have a 1963 thunderbird the heater doesn't work, the two heater tubes are hot ( towards and from) the heater, the heater blower motor works so is there some sort of a door or an opening .
I have in the passenger foot well, up under the dash a small shiny tube bottle ( looks like a vacuum module but it has a small ( 1/8") tube coming from it, this is disconnected, Is this to do with the heater?
