Does it make a difference if the rear brake pads are fitted with the primary on
the rear of drum and not front

if one shoe for the set has a longer strip of pad then yes , I think that's what you're talking about . Not sure but I'm going to say the longer one towards the rear , I think if it's in the front it will tend to pull away from the center more
