why would washer fluid motor go on instead of engine cranking when ignition is activated

if I try to start engine nothing happens except washer motor winding. engine
starts if solenoid is bypassed but starter wont go off then. changed solenoid
three times thinking that was it. Is there a short in the ignition switch?

Ignition switch is bad & wiper switch has come dislodged from Angkor point & is in on position.

Make sure the wiring is correct from key to starter. Also, check for all connections from key to starter... clean, tight.
