Ignition module?

I have a 1989 honda civic, four door, manual. and when i first start the car it starts up fine. But if it dies, or gets turned off, it wont turn back on until the check engine light turns off. Which take up to 20 minutes. I have an idea of what it may be, however I'm not quite sure.I think its the ignition module. I just need someone to help me clearify that- thats whats wrong with it. The picture below isnt my cra but this is the type.

...well you could start be retrieving, trouble codes from a Kragen, NAPA or Oreillys or you could buy a diagnostic tool of your very own for 10-20 bucks but autoparts stores will send a guy out with this tool---please be kind to the gurus and post what it says for a spectacular answer-fest from the gurus currently online~

It the main relay it sends power to the fuel pump and ecu. the solder joints become loose and need to be re-soldered or Advance has it for 60.00

Roy these have a light on the ecu that sends out code viva blinking led. These are OBD0 w/o a plug-in in the car for the scanner.
