2007 Camry Horn not working

My 2007 Camry horn is not working. The remote control alert cannot sound
the horn too.
The fuse is not broken,
The disc below the steering wheel is working fine.
What could be the problem? ÉCU at the headlamp thru which the wire runs
through ?

Relay tested. The problem seems to be last mile - between the fuse box and the horn. Why would the wire be route thru the headlamp and the ECU there ? Does that make sense? Need to replace the ÉCU?

Any corrosion on this circuit? Fuse box? Under fuse box? Chewed wires? Rubbing that took off insulation? Test wires. Look for bad connection in fuse box, a fuse may seem to be in good but the ears of box are spread too far not making good contact. Have you looked at contacts in steering wheel?
