Solenoid on fire wall 97 ford f150

When I use a voltage meter on the solenoid on the
firewall it reads 12.4 volts as soon as someone
hits the key to turn it on it drops to zero does this
mean my solenoid is bad

If the engine starts ..NO. // Does it click or does the engine crank? What are you looking for that your checking things?
