I wouldn't think so, try the Contact Us link to ask someone who takes car of the site. This is a public area. If the seller won't give you your money back, then go to PayPal and report a problem. PayPal has purchase protection. If that doesn't work and you used a credit card through PayPal, try contacting your CC company.

The problem with this is many times scammers use this technique to cheat sellers out of money. Typically once you put a good faith deposit on a vehicle you and the seller are locked in at the agreed upon price. I hope you kept all communication between you and the seller in case you have to take them to court. Another thing to realize is they have thirty days to refund your money. You can also dispute the transaction directly with the credit card company. Until the dispute is settled you don't have to pay. If this is a long distance purchase you'll have to go to the seller's location to take them to court, if it comes to that. One final and least attractive option is refuse to pay PayPal if you used PayPal Credit. Then when it hits your credit report, dispute the negative credit report and take them to court for defamation of credit. But if it were me and the seller is a great distance away and it wasn't a lot of money I'd just walk away, pay the bill, and consider it a lesson learned. Hope that helps! Jim
