1999 buick park avenue wouldn't start, I put a new battery in and it still won't turn over

...aaah, the chassis ground...the black battery cable is connected to the chassis/frame with a lug...undo that bolt that holds the lug on and wirebrush the lug with a pliers to hold the lug and wirebrush the frame to allow 300 cold cranking amps thru...here and the connection to the motor block (near the alternator)~
