If it isn't an aftermarket cloth filter then someone probably soaked it with too much oil after it was cleaned last.
well first off your not supposed to clean basic filters because theyre paper elements, only the after market brands like K&N get oiled and cleaned. but other than that i cant really answer the question but i would definitely replace the filter

oil was filled too quickly at last oil change. the oil backs up in the filler neck when filled too quickly and runs down the hose to the air box.
1998 Dodge is getting a little oil in air filter
On dodge journey 2010 can oil on airfilter cause a vehicle not to start?
Too much oil might contaminate the air intake sensors and block air flow.
It's called "blow by" because the crankcase is vented into the intake manifold through the air filter box. The solution is simple, add an oil catch can into the system and the blow by issue is resolved.
Why would there be so much?
There was At tea spoon where my finger is pointing of oil looked New. How could I prevent this and why is it doing it?
