What about coil outside (not pickup coil) distributor and / or rotor?

i put in a new coil that was not it. also has new cap and rotor. tried to test for power going to crank sensor, pick up coil, map and tps but the readingi get is .02 volts -0.00 which sounds like something is grounding out possibly?

Check your ground connections and voltage in and out of the PCM. The .02 volts sounds like it may be the signal ground instead of the reference voltage wire on the sensor. What color is the wire? 5v supply=vt/wt on pin 3. sense signal=gy/br on pin 1, sensor ground=bk/lb on pin 2
