You wont find one, there isn't a computer on 1994 to 1998.5 trucks; those are all mechanical engines.
mess with or remove the fuel plate
theres no chips for thease trucks every thing is mechanical. as far as adding power to the truck, if it has an automatic your going to want to upgrade that before you really do any thing. but for your truck i recommend a 4k govenor spring kit, bigger delivery valves, maybe 5X9 or 5x10 injectors and do a phatshaft 62 or 64 turbo from industrial injection, but before you do any thing make sure you deffinitely get an intake and at minimum a 4in exhaust. also play with your fuel plate. if your a reader of diesel power magazine, by sliding the fuel plate full forward, and clamping the wastegate tube on the turbo they gained 96HP for free, but the engine would fire right through the torque converter after that so you deffinitely want to upgrade the transmission
the years of 1989 to 1998.5 are all 12v motors which means there aint no computer for chips but there is a lot of other stuff you can do to those motors to get hore power which will be more simple and more affordible i have a 1995 3500 cummins and i put a 100hp fuel plate and slid it all the way forward and i can cover the road in smoke
