No oil pressure

Have no oil pressure cold or hot after long shut down for 40-60second then
have 40psi at idle 70psi at 2000rpm no flucuation after pressure comes 5.9

I did a gauge pressure test. After hot goes to 12 psi at idle 60psi at 2000rpm I think it's oil pump and possibly pick up tube

Found out shut only has to be a few minutes and also tried new oil filter
