Transmission will not shift when pulling load

I have a 2002 Ford F-250 2WD with 7.3 Liter powerstroke and automatic transmission.  When I pull my camper or have a load behind it it will not shift into overdrive; I have to pump the fuel pedal to get it to shift.  I have tried putting a new shift kit in the transmission but this did not help.  It shifts fine when not pulling a trailer or load.  Any thoughts on what the porblem may be.

ya need some programing with a flash tuner

their may not be a problem,towing that much weight might just be to much to go into OD.overdrive is mainly for cruiseing at highway speeds,not ment for towing,that is when you want it to stay in drive so it wont overheat the tranny and burn it up.think their is a sensor on tranny just for this.

I agree with previous answer, I have the same truck but a few years older and it tells you in the owners manual not to use of while towing. Sounds like it's operating properly.
