Their is a shift lock solenoid that is under the culomn cover that unlocks the shifter once the brake pedal is pushed. It is mostly bad. It is commen problem. You can remove it and then the truck will come out of park but I recommend that you replace it with a new one

does the shift lock solenoid lock the stering wheel?
Brake lights don't work but fuse is good
Just out of curiosity, what causes this failure. My 98 f250 has been problem free and no symptoms of this shift solenoid problem until today when I jacked up the front end to change the brakes. Suddenly the shifter would not budget except in the first key position. Just looking for a cause so as to avoid the hassle in the future.
I need to tow my truck to the inspection station but it is in park. I presume I need to put batteries in and turn on the ignition to get ti in neutral?
I just had this issue on my 99 f-250 and it was just a loose bolt. With your car off but the key in on position... Look under your dash, hit the brake and move the gear selector so you can see the shift linkage cable. It should be attached to the shift lever mechanism with two torx bolts. Make sure to look on the floorboard because mine came all the out. Used a t25 to get it back in.. also had to adjust the lever to line the holes up.
If you cannot get it to shift out of park then make sure your foot is firmly on the brake and as you turn the key to the first position be pulling down on the shift lever. It will unlock it and let you pull it down to neutral then will start once in neutral and you can move it to any other position you need. Just be aware once you put it back in to park you will have to turn off the engine and repeat to get it out of park again. Mine quit working years ago but i use this method to drive it almost every day. I guess it would be super hard to steal now lol
