Denali rear turn signal won't turn off

'06 Yukon Denali has rear turn signal that when you place a new bulb in it, it
will not turn off at all. I have taken it to 2 different mechanics and they can't
seem to find out the cause. Replaced relay and still will not fix the problem.
Only once, the first mechanic did something that only lasted a day. The right
rear turn signal doesn't turn off the bulb and runs the battery down, the left
rear turn signal can barely be seen. What are we missing?

im thinking its some how spliced in to a 12v constant or switched wire. does it come on if key is off, if u no of any after market electrical installs, also look for smashed or exposed wires. trace them from back to fuse block
