Could it be fuel pressure regulator

I suppose it could be but what is the problem? Did you replace the fuel filter?

What you do is check the fuel pressure at the Schrader Valve with a fuel pressure gauge. The fuel pressure should be 56 to 63 lbs. Turn the key to the on position to build up fuel pressure. Then let it sit for just over 3 minutes. Fuel pressure should not drop more than 5 lbs. in 3 minutes. If it does, then it is a indication of the spider injection assembly leaking and would need replacing. Otherwise a bad fuel pump. Change out the fuel filter first tho.

So I see further down you had cut the catalytic converters off. Are the O2 sensors still installed? Not having the cats on creates a problem with the air fuel mixture, you probably have a check engine light on. This vehicle needs the catalytic converters on to run properly.
