i have 1995 olds royal 3800 series it wont start, when i turn ther key engin light comes on security light blinks, i have brand new battery so lights are good wont turn over get noth

There is a recall on your problem
Problem is with the anti-theft system.....and using the raised-chip key can prevent the car from starting. The wires in the steering column to the ignition lock cylinder tend to break. The key and ignition lock cylinder should be replaced to correct this condition.
I do know that the system is designed to prevent starting if it detects the possibility of a duplicate or fake ignition key. If it detects this, it is designed to disable the starter for a period of time (three minutes if I recall correctly), and the Security light will flash. If you wait three minuites (or whatever that time-out is), it will allow another attempt. This system is based on the chip in the Pass Key, and measures resistance to determine the key'* validity. If the key, or the inside of the lock chamber, gets wet or dirty, it will alter the resistance and cause the security system to lock out the starter. You might start by trying a spare key (if you have one) and cleaning the key thoroughly (and fully drying it) to see if that solves the problem. If not, I'd try replacing the key with a new one from the dealer. If that doesn't solve it, it may be the ignition lock//switch itself
