Is it an outback thing to be road noisy.?

To my ear they transmit a lot of road noise, starting in 2014 Subaru has been working on reducing road noise. Review tires and try the recommended QUIET tires for your Outback.
Do the windows whistle like the foresters? You're dealing with road noise, not wind noise?
It probably is the tires. You get use to it.

2005-2015+ OBs tend to be far quieter than prior iterations due to better window seals and a more aero shape. Frankly, I've found them to be quiet enough to differentiate various tire handling AND noise permutations quite easily. So yes, they're sensitive to tire noise because that tends to NOT be masked by roof/window/mirror wind noises like earlier OBs or any noisier Foresters/Imps, for example. Your '06 is quieter than most, so check the tires first, then look for worn, cut or abraded window seals. If you have egregious noise from "good" tires it's almost always a worn wheel bearing, which '05-09 OBs eat like popcorn. Once it gets loud enough you'll be able to locate which corner's the culprit, helping your wrench replace it more quickly. Plan to eventually replace all four WBs over the life of the chassis...maybe even more than once!
