VW Passat power cord

There is a power cord on my 04 VW Passat. No mention in the owners manual
of what its purpose is. Any idea? located in front of car basically directly under
where license plate goes

Especially if the engine is a diesel. Use it below 40 degrees F for at least an hour before wanting to start the engine.
