2001 VolksWagen Passat wont start

My husband's 2001 VW Passat's serpentine belt came off, pulley and belt were replaced, car was started and belt came back off, the belt was put back on and car wont start, took to a shop, the elect. guy got it stated but again belt came off so they shut off the car and put belt back on, and car wont start. Any ideas?

Also radio wont turn on, the place to plug computer in isn't working either,

And where the fuse is for the fuel pump isn't working either even when the fuse is changed
