If I have a chance to buy a 1999 VW Jetta for $600 in
excellent condition but needs a motor. Do you think $600 is
a fair price?

Agree. The car is 20 years old. An engine replacement (with labor) will cost thousands.

Ed is right. Tell them you will pay to haul it off rather than them having to pay the tow truck.
