Hi, my car is right now in limbo status (just drives in second gear), do you think is electronic or tranny?

I took the car to the dealer and they told me that they couldn't read the solenoids signal, so they think it has to do with the ecu (can the tcm have a problem?) The car has just 74000 orig miles and I don't think the tranny can be beaten up, they change it before and the fail remains. I hope you can give me your expert advice. I would say have the tranny checked out. The biggest problems with the 90's VW's was the transmissions. They were terrible.
