What type of transmission do you have in the vehicle? Could be a problem with a clutch in your tranny.

If it never seems to fully go into reverse it's likely the linkage. To properly adjust the linkage requires a special VW tool, basically a template. The shift rod has an adjuster that both can be rotated on a spline and would slip in and out depth-wise.

Not quite sure, I wasn't the owner of one. You would have to ask your local mechanic for an estimate. But if I were to guess, probably $150 - $200 for the repair/adjustment
