how can you fic driver side front seat belt?

the belt won't release front the top , I can't pull it down,

Was the car in an accident? If so, Volvo utilizes a pyrotechnic charge in the seat belt, which pulls the pretensioner tight to keep the passenger against the seat in an accident. If that charge goes off, the seat belt is rendered useless.
