c180 manual idles at 1200. Trottle housing was replaced, but with no effect. When a/c is switched on the idle is at 800 rpm as it should be . HELP

One possibility is vacuum leak. You can find them by spraying starter fluid in suspect areas. If the engine rpm increases you have found the leak.
