No it's not. Before 1972, a car's horsepower was "gross"- meaning it was measured with the motor on an engine stand with no exhaust, air cleaner, fan, and so forth. Starting in '72, it was measured with all of those items installed and is much more accurate. Still not wheel horsepower, however.
