'69 VW Autoshift hard to go in 1, 2, & low range. Will not go into reverse

I have , as per VW Shop Manual - clean & adj. gear shift contact.  Set clearance on Servo and diafram is good. Install new & correct vacuum hose to control valve correctly.  Wires to control vale solenoid are connected properly.  Vacuum line from carb (center port) to control valve is installed correctly.  New ATF lines and Dextron ATF is used and installed correctly.  The result is grinding only in reverse (will not go in)  and will only go into 1, 2 & low range if it is played with and then goes in hard.  Once into forward range, it runs great & and the wheels turn with no noise the trans or axle

These died right away, back in the day- amazing that you are trying to resurrect it- but different strokes, I guess- one of the worst ideas VW ever had, and they have had a lot- if you learn how to repair that thing, you will be an expert in a very small field of esoteric experts-
