i have a 74 bug and the shift box is tiny and hard to shift, would a new transmission fix this problem?

why not try draining the gearbox oil and putting a slightly lighter weight oil in there...a custom taller shift knob/handle to increase your forces...are you quite sure the clutch is fully engaging...sounds to me like a "crashbox" transmission...no should be smooth...examine the travel of your slave cylinder to make sure that it is going all the way it can~
