1979 fuel injected beetle voltage readings at the double relay

1979 fuel injected super beetle. rebuilt engine but won't start. has a "new"
rebuilt Mass airflow meter and replaced the double relay (used}. here is what
I have:

Ignition Off: 88y & 88z - 12 v supply good
Ignition On: 86c is only position with voltage
88a & 88b - 0 volts
86b & 88c - flap open 0 volts

When i apply 12v directly to test the relay, both sides close and open
normaly.

I'm thinking that it is no use to worry about testing the CSV or TTS until I can
get these voltages normal.

Would appreciate some help !!

Solved. Found out that Cardone did not actually do the rebuild but just cleaned and painted it and sent it back. Sent it back under warranty and all is well.
