Can I replace a broken electric outside door mirror on 95 Nissan pickup truck with a manual mirror instead?

U CAN.... but you will have to adjust the mirror manually. You can get creative and gut your mirror (depending on the damage) and put it into the good shell of the new mirror, depending why your replacing it.
