Mad 2004 Chevrolet Cavalier keeps overheating

Every time I had to drive my car I have to put
water in it. I'm pretty sure it's not a head
gasket because when I start if the water
doesn't start bubbling. My fan is working
fine.

you will ruin the engine if it gets too hot. Make sure there is no air blocking flow of water. If air around water pump it wont pump. Replace or take out thermostat, its ok during warm weather.
Sounds like water leak, poor circulation. Check water pump flow. Don't remove thermostat. There's 2 circuits that are used. 1 is called closed loop when engine is below running temperature (uses more gas) after running temperature is reached, it switches to 2nd circuit. (Normal) If pump checks out good, do a pressure test in ur colling system to check for internal leaks. Hope this helps
If you can't find a coolant leak and the coolant is disappearing it is likely going out the tailpipe. Head gasket, cracked head or cracked block is the likely path to the tailpipe. The coolant may not bubble in the coolant reservoir, the coolant may not get into the oil but you could still have a bad head gasket. If it were mine I would do a pressure test on the cooling system and a compression test on the engine.
