Can there be a reason my ammeter doesn't show charge rate besides being defective?

Battery stays fully charged, but ammeter always reads dead center.

it may be calibrated wrong or worn , with key on/engine off it should read batt. volts at rest , 12.5 , it should bump up a little when running .
