Why cat I get my chevy impala to go into keyless program mode?

I bought a new key fob and followed directions. But
when I select program key fob on dash it never
goes into program mode. It blinks and tells me to
select again. Anyone got a n idea here. Is the a
fuse or is it faulty?

INSERT key and TURN the ignition to ON, PRESS the Trip Odometer Reset Button until RELEARN REMOTE Key is displayed. PRESS and HOLD the Trip Odometer Reset Button for approximately 3 seconds until REMOTE KEY LEARNING ACTIVE displays. Vehicle is now in Programming Mode.PRESS and HOLD LOCK and UNLOCK buttons at the same time on first remote for approximately 15 seconds. A signal will sound indicating successful programming.

I've tried that multiple times. When I press reset button display goes blank then comes back on saying press reset to program remote. Would there be anything interfering or keeping it from entering program mode?

Having the same issue in my 2006 impala ss. I'm going to ask a dealer tomorrow
